从 skill-template 同步：tag push (v*) → 调
client-jiangchang/jiangchang-platform-kit/.github/workflows/reusable-release-skill.yaml@main
走 windows.x86_64 + PYARMOR_REG_B64 secret。

补完后，下一次打 v* tag 即可触发 CI 跑
encryption / ZIP / marketplace 同步。
